I think that an organization having a non-profit activity and being recognized as having a public interest activity, located in the USA should have some kind of subsidiary in an EU country or a "daughter" association could accept the donations and send them back to the "parent" association. But I am not a specialist in tax law and I am not particularly familiar with the agreements between France or the EU and the USA.

I don't know anything about French tax law, but at least in the U.S. you're not getting any huge benefits from the tax exempt status unless it's a pretty big donation (or a ton of small donations) anyways, I think. Sending $20 USD in support of an organization one time or something won't be a big enough writeoff to matter
