    I think the next council will be able to vote to advance the hash xep. there's been good discussion for it. Jingle ICE will be delayed

    That wasn't a proviso, as such. I think burner's designed exactly the right way, but the Implementation and Security Considerations sections need a lot of work - but that's fine.

    What happens if the remaining council votes aren't submitted before the next council is elected? Do things just roll over to them and get reset?
