'48 is Bookmarks, '402 is Bookmarks 2 (This time it’s serious!) a.k.a. PEP Native Bookmarks

Guus pointed out that it’s quite confusing to have '48 in Draft without a mention of '402 at all

(in addition there is confusion around the example in '223 which feels uncannily close to what '0048 and '0402 do, causing more confusion; but that’s a topic for a PR)

I think I'm +1 on this, it was already foreshadowed by https://xmpp.org/extensions/xep-0423.html#future

I’m still confused about that change and the ML discussion is going on, so I’m continuing my veto based on that we first need list consensus before we act
