Correct - but I'm not sure that 'non-normative' and 'Editor should merge without checking with Council' are necessarily the same. I'd rather err on the side of caution than overstep.

I think 0424 should have moved back to experimental after council decided to not move it to stable after the last call expired in January 2022

I did try to go through Council minutes to see if there were any actions for me to take, but couldn't find any going back an awfully long time.

Also I read 0001 such that even in Proposed state, Council is not required, but last call feedback is incorporated by XEP author or Document Shepherd

I also note that Council (Daniel, IIRC) promised to leave a comment on GitHub on behalf of Council for PRs that have had actions voted on them, and I don't see any. I'm not sure if that's because the "letting me know" hasn't happened, or votes haven't happened. I don't mind getting those notifications as GH comments, a mail to Editor or in Council minute mails, if GH comments aren't good.
