    I got the distinct impression from the last bits of 10.1.3 that <destroy/> was always intended to be there. But I agree, a note saying that some implementations do not send it, and therefore implementations MUST etc, is useful.

    I'm fine with MUST plus note as well. We did this in the past for other things as well
