XMPP Council - 2026-02-26

Guus: my PRs on my own XEP are always automatically labelled as "Needs Author" too. I believe that this is because my GitHub email address and the one on the XEP are not the same. Do maybe it's the same for you?

I think 'Last Call' triggers needs council. Which I believe is wrong - or at least not entirely correct - by the tooling
