How do we feel about the fact that xep0377 entered last call able to be used as a basis for other XEPs, then got revised to put in words basically saying "please don't use this as the basis for other xeps" and then we have now accepted a protoxep which indeed uses it at a basis?

I mean that was the explicit purpose of 0.4.1 but reading it again I guess you could squint and say it still doesn't technically say that...

Maybe it doesn't explicitly forbid it, but the XEP was previously very much written with the intent of being reusable and that wording was removed/rewritten

Combined with the other issues around the latest revisions to that XEP (raised on the mailing list), I'd like to consider rolling them back
