pep., one more thought I had about ipr-flow: I had the idea to have the bot create an MR for the user against ipr-list, ping the user there (in addition to leaving a comment on the xeps MR) and wait for the users approval via gitlab UI

ok, you cannot approve if you’re not a member of the project, and I don’t fancy adding everyone as members.
