I’m not quite sure what to do about the revision stuff

the date stuff I mean

problem being that tooling uses the date of the most recent revision block for decisions like deferral

so we actually want this to be kind of representative, but I’m not sure *which* date we want there

both authoring and publication feel wrong for that

I'm personally not keen on keeping deferred so I'm not emitting an opinion on this :x
