If you're interested in the governance of XMPP, the main channel for standards discussion is xsf@muc.xmpp.org and the body which decides for instance changes to stable parts of the protocol meets every wednesday at 17:00 Europe/Berlin (16:00 UTC until the next DST change) in council@muc.xmpp.org :)
