I kinda have done, i've had a basic skeleton draft for ages, i just havent put the work in to comb through xeps and work out what i can add

I think i'd want some way to generate the <implements> elements at least, since xml is quite verbose to wrangle by hand

What is a last call for XEP? I checked out https://xmpp.org/extensions/xep-0424.html and noticed it mentions having one but the date for the end is in the past
