Moderated is only for public rooms at the moment right? With MUC. Since in private room everyone is a member anyway so all will get voice?

Yes, but who gets voice by default is sort of the point of setting the moderation checkbox

This option is specially for Ejabberd server. Ejabberd has such a room configuration: “Default users as participants”. It effects every occupant who has not been changed voice manually.

Look. Many users use Conversations, but it can not change voice indenpendently, it can only do it by change affiliation with moderate mode.

If I want to revoke voice of someone, I set the mode to moderate and make them No-affiliation, then their voice is revoked.

If they is a No-affiliation with voice, then set them member and set back to No-affiliation.

Changing voice without changing affiliation isn't super useful anyway because it doesn't persist

Yes. Ejabberd and Prosody are super different in both user server and MUC server.
