You could network scan all ipv4s for starttls ports but that wouldn't give you domains or direct TLS ports, or ipv6 hosts

You could look for srv records on all domains from the certificate transparency log, but miss out on wildcards

There is no central registry for xmpp servers though so no matter what you do you are bound to miss some
