Let me ask an on-topic question. Are these servers designed on purpose? Their users can send messages to me but I can not send messages to them. That is amazing.

There sadly is a significant issue with spam/abuse in XMPP. There have been efforts to try and counter that, but it is somewhat of an arms race. If you are confident that entire domains are malicious, you can get them added to https://github.com/JabberSPAM/blacklist (and request your server's developer to support that, if they don't already: https://github.com/JabberSPAM/resources/blob/master/collection-of-server-modules.md).

Not down. I could receive messages from my comrade on that server. We could only chat through temporary private message channel in room to confirm this situation.
