    I can only guess at motivations of these people. The one thing that I can imagine is that it gives them some kind of satisfaction to see us react to their actions. To deny them that, we might want to keep any communication about them as private as possible.

    Yes, if nobody would answer to them in the channels after posting something, it would become boring fast, I would guess too.

    In terms of the principle of minimal effort, a shadow-ban can be more effective than a full ban against an unsophisticated moderation challenge.

    A less serious implementation can be used for users who make valuable contributions but are also troublesome (don't auto-approve their posts)

    I don't think shadowbanning should be used as the first option. Maybe use it for users that are trying to circumvent bans, letting them think they succeeded
