Even if their a small ISP the one I had worked up had a very basic flow graph monitoring the core router for where most of the traffic was going to. A whole quarter or third of traffic was going to hurricane electric's tunnel broker. The rest was google (YouTube) and netflix

    The only reason the business side of the ISP didn't act on it was because it turned out they were looking to sell out the whole company
