Ge0rG, but automatic account abuse (and spam) is the main reason for not running a public server, right?

Ge0rG, after further thought, your document should indeed focus on the operational side of things. Having another XEP which advocates implementation of XEPs (which are irrelevant to the operational side but merely provide features, so unlike XEP-0157) would be bad.
