In practice, I'd say that the inactive ones fail to reapply for membership and vanish though that door

I think it does make sense when it is quite literally the one and only responsibility you have as a member. If you can't be bothered to vote three times in a row...

I use showing-up-for-the-voting history of members when deciding on how to cast my votes as well.

the members who do not vote are usually the members who do not reapply. I have not really seen exceptions to this in the last years. we just kick them a quarter before they leave anyway
