The main difference I see is that the IETF publishes a plethora of mostly *unrelated* specs that can usually be reviewed/edited standalone (more or less). While I think a core responsibility of the XSF should be the *consistency* of our specs, i.e. making sure they play well together, don't duplicate functionality, and so on.
