do you lean towards the recipient being able to consume the chat state notification or is it more important that the chat state notification is encrypted?

if you know that the recipent is able to understand encrypted chat state notifications, then the answer is probably easy

Yes I guess that would be necessary for CSI/push filtering.

ah, I see. For push it would be better to have it in <envelope/>? <active/> is the only "content message". The other states are "standalone notification". Am I right? We it would be better to do not encypted "standalone notification", there is no need to use encyption at all?
