Draft is a stupid name. It means "this is a thing that is done and ready to implement". Sorry for the confusion.

People discuss different words constantly, get nowhere, and it's forgotten again until the next time

The wording and formulation is actually a constant Draft itself

Shouldn't a Draft XEP that's in use and also being revised be called Evolving, or Final - Evolving? ✏

XEP '45 would be the clearest case for an Evolving standard.

Remember naming is one of the 2 remaining unsolved problems in computer science, the others being cache invalidation and off by one errors
