Assignment is for people who need to take action on an issue. Usually that's not the submitter. It's not required to use it.

So the next question is: what needs to happen before we can make this "arbitrary message correction"

The problem is, I don't think people expect that their contacts can go back and rewrite history whenever they feel like it
