edhelas: new hats, but a custom namespace. The syntax is the same as the new XEP version.

I will probably update the namespace for the next Prosody release, so it's probably sensible for clients to temporarily check for both

I've extended the automatic membership to most other channels on muc.xmpp.org, including hats in team-specific rooms etc. when appropriate ✏

Combined with the rate limits tweaks, I expect this to solve the "room is overactive" message some folks had been seeing. Nevertheless, if you see something weird, shout :)
