How is the mod team for different XSF MUCs decided? Is it a team?

Pretty ad hoc in practice I think

"The different XSF MUCs" grew fairly organically. For example jdev used to be hosted on jabber.org, and was migrated to xmpp.org for primarily practical reasons. Most others are team-based and usually team members get admin. Operators@ was unusual in that respect, and is where we've had the most trouble.
