It's true that all XMPP users are in all chatrooms already, it's in an RFC somewhere as a MUST I'm pretty sure...

I treat spamming as a different thing. and this a community thing + I got complains people didnt knew

Last year I got complains people didnt knew about the Elbe-Sprint, even though I announced several times in a "spammy" way

I don't know, but if you have evidence that spamming hasn't worked before, it's not going work better if you just keep doing it

if subject or description was shown always it would be effectively sticky messages
