    I’m part of a global network of FOSS lawyers and we’ve had a similar discussion (kinda work group really) about where to best set up a FOSS NGO/NPO some years ago.

    I’d need to dig up some details, if there’s interest, but while there were some contenders (clearly some lawyers tried to show off their jurisdictions’ cool features) and I distinctly recall the Netherlands and Estonia being pretty high on the “easy to set up” list, the ultimate decision was that the choice of jurisdiction takes a back seat.

    What the group came up with as the main decisive factor is where your active membership (esp. leadership) is from.

    Ultimately, it does not matter where it’s easier to set up or where the taxes are lower, if you don’t have anyone living there, understanding the language and knowing where the relevant authorities are (and how they tick).

    Setting it “back home” is typically much easier than dealing with any foreign authorities.

    And then you have a short list of jurisdictions to chose from.

    But if you're spoilt for choice with a widely dispersed willing and able leader/membership, I can dig up that group's analysis. What would be the best address to send it to? I assume not this MUC (or indeed)

    It also makes sense to think what else is close by. NGOs that intend to participate in discussions with EU, often find Brussels (or places with a short train drive to it) a good option.

    On a similar note, proximity of other stakeholders would be good.

    Under the Belgian law they have the international no profit association (or foundation). May be useful to ask a Belgian lawyer even if there is bureocracy work to do.

    I think the US XSF entity may be associated itself to the one created in the EU

    the widgets don't have support for location api yet, but a permission system to allow for stuff like that is being bandied about
